Re: Opposition of HB 3202 Dear Sirs,
You are about to decide the fate of HB 3202 and I believe that each of you should look long and hard at the bill and the ramifications for your constituents should it pass out of committee and eventually become enacted as law.
The fate of this bill is not an "Equine" or "Horse" or "Agriculture" issue. It is not about the cost of health and husbandry care in the livestock and pets. It is not about restricting the rights of livestock owners to provide husbandry care of the animals that they own.
HB 3202 is solely about removing the ability of the State of Oklahoma to protect the health and well being of the livestock and pets in the State of Oklahoma as well as their owners.
The people of Oklahoma are protected by a vast number of rules, regulations and laws that were enacted in response to unscrupulous people taking advantage of the public by charging for services that they were neither licensed nor educated to perform.
These laws, as you well know, range from licensing requirements for things as simple as selling a house and cutting hair to things as complex as performing neurosurgery and administering chemotherapy.
Why then would you, as elected legislators, consider for even a moment, the prospect of eliminating the protection of the enormous number of animals in Oklahoma by passing HB 3202?
It makes absolutely no sense at all that HB 3202 is even being considered. In a time of budget deficits and economic woes, taking up tax payers' time and money to attempt to throw out the existing laws meant to protect the animals and the citizens of Oklahoma seems to more that a little irresponsible and wasteful.
If this bill passes, unlicensed, untrained, uneducated and uninsured people will be able to charge the unsuspecting public for services on animals that have a significant potential to cause, pain, suffering and even death. What recourse then would the injured parties have with no license to be revoked or fines to be paid, no insurance in place to cover the damages and no ability for legal action?
I could go on and on about the illegal use of drugs to perform these services that are a risk to the health and well being of the young people of this state as well as numerous other side issues and ramifications to the passage of this bill.
However, opposition to HB 3202 is solely about ensuring that the state can continue to protect the health and well being of the livestock and pets in the State of Oklahoma as well as their owners….. nothing more and nothing less.
Don't even allow HB 3202 to come out of committee….vote no and continue to protect livestock and animal owners in this state.
